If I have my TPIS Headers installed without the cats, am I going to have problems if I don't get the computer reprogrammed.
From what I understand from TPIS, that I will need O2 simulators to keep the car from running rich.
However, I thought I read a post, that you can upgrade the o2 sensor to a heated one. But when I read through the archives, it appears that the 94 and later already have heated O2 sensors.
I am not sure what I should do, I wasn't planning on getting the car reprogrammed sometime next month.
You need O2 sims for the back 2 O2 sensor locations because they will detect the cat is not there and set an ODBII code. The front 2 O2 sensors will work as normal and there should be bungs for them in each of the header collectors. To get the most out of long tubes, you should do a custom program but it will run fine without it.

If you're planning on reprograming your PCM next month, just run your Vette without the O2 sims. You'll set a check engine light, but it won't effect anything. When you get your PCM reprogrammed, tell the programmer to turn off the rear O2 check.
...1. That will be okay with me as long as it doesn't flush the engine with too much gas....

The rear O2 sensors have nothing to do with setting the A/F ratio, they were added in 96 to comply with OBDII requirements. Their purpose is to monitor the performance of the cats. Don't worry about dumping gas, the front O2 take care of the A/F ratio (like they have since the 80's).
Even if you add cats later, you don't need the rear O2s, find a good programmer service that knows what they're doing. There's one here in Chicago, he charges $200, considering rear sims are $100, it's a good deal.
