I figured it was a fuel issue seeing it just came after running so great for a while. Next step is the fuel filter, and then check psi. then pickup sock, check psi and then pump itself, then check psi
If the tank is not close to empty remove the the fuel line from the tank or clamp it off or you will take a bath. Easiest to take the filter out the top.
Using the FSM, I have narrowed it down to the fuel pump, strainer, regulator, and or filter. I have already replaced the regulator, will replace the filter as well. I pulled out the fuel sending unit, and the strainer was collapsed around the base of the pump. I will replace the strainer first, and see what the fuel pressure looks like. I will hold off on the pump since removal is pretty simple.
Call some part places many will test for free. My fatherinlaw had some bad gas autozone had some stuff that cleared it up in a few minutes. pressure still sounds to low is your gauge good? Maybe water in the system.

Update:
Replaced Fuel Filter, Pump, Strainer, and Regulator and ZERO change to fuel pressure. Idles right at 32 psi, No leak down either...

Is your fuel pressure test gauge off? You are checking fuel pressure with the vacuum line to the FPR disconnected? That's the proper procedure for checking and setting base FP. If everything is good, your new FPR may be bad too. Have the old one or someone's you could borrow to check?
If it's not a bad gauge or bad FPR, you really are only left with ignition components to check at this point.

Gas is basically yellow. Some might call it gold color. Take a picture of the gauge with it connected properly and the engine running at idle, then post it here in the event you want further confirmation.

The gauge was connected properly. It is pretty hard to mess up putting a gauge onto the shrader valve. I will try renting one from autozone tomorrow and see if that one reads differently.
Mines not all that easy. There's half a dozen adaptors for several different manufacturers and the gage itself clips to the adaptor after it has been threaded to the fuel rail. Snap-on is the vendor. I don't love it.

Any luck yet, Ben? I'm rooting for you since I'm considering getting an LT4 or LT5 C4 next myself. Prices are so low for a car capable of 160-175. I'd love to come see and drive your LT4 if you get it figured out. I of course would bring the 78 for you to see again. It's going to the Hot Rod power tour in June. Only thing I've done since you owned it was replace the driver's door handle (interior). I need new retaining clips under the door panel too (soon). I'm probably going to change the oil and diagnose the speedo soon. I'm probably going to take it to have the paint detailed before the Power Tour. I'm also going to build up a replacement engine for it this summer/fall. I'm going to make sure it looks very stock and preserve the stock block and heads and keep them on an engine dolly. I will probably have all the machine work done on it eventually and keep it on the dolly for future value.
Keep us posted. I'm going to be sad and happy if your gauge was off and you rebuilt your fuel system unnecessarily. If it's the Opti, at least you will know the cause.
So next 'Vette Collectors edition LT4, LT4 or ZR1? If I'm going to spend over 15K I'm going to get the ZR1 and not a GS.
