I changed mine and adjusted weights when I changed intakes. It's not that bad until you have to adjust it many times. I don't remember it leaking any ATF. I didn't think reinstalling the cover was any big deal. Especially if you pick up a C clip that holds it on. Mine did not have one stock.
I bought a new gov advertised at the RPM I wanted but it wasn't close. I bought the B&M gov recal kit and changed the weights. Having two govs was nice for this process.

Earlier covers used the clip and an O-ring seal. Later covers are press fit. Obviously the earlier covers are preferred if you're going to take it off multiple times.
