That does sound a tad rich to me. My sensors on my other cars go between 0.3 to 0.8, give or take.

As long as it doesn't fall out of closed loop where you notice say 0V for an extended period of time, I don't know if the fault lies with the sensor. If you feel that the 12 inches is an issue, you can always install a different sensor which has a heater to keep the temp higher and prevent it dropping out of closed loop.

This might be a good time to use a scanner to see what the ECM sees. Even if the sensor is working 100%, if the wiring is shot, the ECM still won't see what the sensor says

after a little more research and work I replaced CTS and connection that was bad, a new fuel filter and new EGR block off plate. made no difference at all. I had the o2 sensor moved back to where it should have been and still no improvements. I rescanned the computer and it showed code 36, and is not coming out of closed loop , even on restart(key off for over 10sec and restart. I also jumped the ALDL A and B and it showed only codes 32 and 43, I am beginning to believe the ecm is failing.

I feel like this question got overrun earlier but have you had a timing light on it to verify your timing and double checked your plug wire routing?

yes, about 4 times already. double checked cap, rotor and ign module
and also checked tps about 3 times, but I am willing to check them all again

well after trying a new ecm, new MAF, and testing ESC at unit and at ecm, coil,and pickup coil, there has been no change. I scanned the new ecm and it still showed to stay in closed loop and it showed code 36 MAF burn off mod. checked it too and all appeared to be good and working properly.i need to have a new chip burned to match up to cam, egr delete and new injectors. if anyone can recommend a good person to burn one that would be great. next step after that I can only figure is to pull the top end back apart and see if I can find a problem.

After all the diagnosing of electrical problems i concluded that the e-prom must be bad. as i was checking around i got in contact with MrWillys, and with much thanks to him he found that my replacement injectors where undersized (18.2lbs) for my set up. i went back through my invoice and noticed i apparently had ordered inj. for a 305 but the numbers where matching for a v6.i tried a set of used 24lb from a local guy but they had been sitting on a shelf too long and none would fire. out of major frustration i dug out the original inj. and reinstalled them.... they worked, the performance was back and mpg went up to 18mpg. it still isn't perfect, or as perfect as i think it should be but it has me on the right track. THANK YOU EVERYONE for all the input and support, and a big TY to aklim for being so helpful and patient with me!

The reman ones are a cheaper alternative to the full size ones. Generally speaking, they work and the ECM will adjust. OTOH, if you wanted to do serious mods, I'd get the actual size ones. Think of it like a condom. It will accommodate from a smaller size to a larger size up to a point. OTOH, if you have to have Magnums, well, it will cost more but if you are that size, go for it. I'd see what Jon will do as far as giving you a refund or credit towards the next purchase if YOU ordered it wrong.

My injectors are 42 which is larger than needed and the ECM has been programmed to take it into consideration. So if it is too lean because it was for a 305, ask for the 350 ones and see what they can do for you to recoup some money.
