Under instrument panel relays
I just found that of the 4 relay connectors only 3 have relays installed.
I believe it is the fuel pump 2 relay as shown in FSM. Can this be as left the factory?

Yes no problem - in '90 the IP harness is the same for the "base" as the ZR-1/LT5 - that spot would have been "filled" had it been a ZR-1.
