RPM 1500 SOMETIMES WHEN STARTING
MY RPM JUMPS UP TO 1500-1700 WHEN I START SOMETIMES THEN IT SETTLES DOWN TO 700 AFTER ABOUT 20 SECONDS
THE OVER REVING IS ANNOYING
ANY HELP WOULD BE APPRECIATED

mine does that sometimes...but not that high. i think it has to do with the computer or the closed loop mode or something...wouldnt worry about it

Check and clean the IAC and TB, thats usually the problem.
It is normal for a car to rev a little higher on startup though, but only for a few seconds, the computer is activating the cold start valve and richening the mixture to get the engine up to temps.

hah!, so im not crazy, mine is doing the exact same thing, Have tested the Cold start circuit, and it tests Good,
I take it yours does this either Hot or cold? and annoying doesnt even begin to describe it. I'm afraid it is damaging the engine on start up ( dry start)
So far, i have done a full tune up ( and replaced the IAC ), TB clean and adjust ( solved the surging ).
Also, have you tried this...With ECM in diagnostic mode,
Key on, Engine off, wait 30 sec. disconnect IAC,
Key off
Reconnect IAC
Disconnect Diag. Jumper ( exit diag. mode )
Start engine.
When i do this, every time the engine starts perfectly, no matter if the engine is warm, hot or cold
