Ok so I was thinking about getting a set of headers for the 89. And noticed that hedmans are 50 state legal. Even says it on the th pdf straight from the carb site. I'm just wondering how these are legal considering that I have pre cats. Anyway take a look and judge for yourself
The Hedman Elite Heavy Duty #68487 headers are shown on the Summit Racing website as being approved in California (they also include a link to the EO document). Those headers include the AIR hookups and a O2 sensor installed in the proper location.
As to the pre-cats, I wonder if the car would fail the visual inspection? The EO D-167-33 doesn't really say anything about the pre-cats. I had a set of the non-AIR Elites on my '87 and the header collector flange was almost even with the flywheel. There was no way to get the OEM pre-cats in the "correct" location. In WA, my '87 didn't have to go thru any emissions testing so I didn't worry about it and I also installed true duals with an X-pipe.
You will probably have to keep the main cat and single exhaust pipe back to the rear Y-pipe. The long tube from the AIR pump to the main cat will have to stay in place.
Well I'm thinking about it. I don't want to ruin my front y by cutting it up either since it's not that old. I might buy the walker front y from summit if I do go this route. It 2.5 inch pipe so it would be better. I would have to cut it up of coarse. My engine is not stock and really want to help it breath. I'll probably go with the cheaper street headers. They are legal too.

Well reviving this post. I took the plunge and bought a set of hedmans. They do look nice but not the best quality. First thing I noticed the plate where the carb e.o number is at is covered by the air tube. You've gotta be kidding. Driver side went in easy. Passenger side well let's just say you'll become alcoholic after working the passenger side. The mounting bolts in the back and spark plugs have to be put in from underneath the car. It was a pain in the neck putting the air check valves on. The nipple on the valve rubs on the pipe for the air system.
Finally got it all together. The stress was well worth it. All I have to says this car freaking loud. And way more power. Good addition to what I've done to the rest of the engine.
The LT headers beat manifolds but mine, (without AIR) didn't have to be worked on from underneath. Of course, I paid more but you get what you paid for.
