87 dash issues

Default 87 dash issues
87 digital dash car had dead battery nothing left on. Disconnected battery at ground did short test w/ test light from cable to batt. Light came on until I pulled cluster fuse. Pull fuse light went out no short. Took apart dash and plunged in fuse no light so it's the main dash cluster. Does dash pull power constantly or is it shorted out
