'84 I believe was still the older "PULL" to set HOUR/MIN using the SCAN & SEEK buttons.
There should be multiple threads related using search - just be concerned with the YEAR - "HRR" should be stopping by for confirmation I'd think or many others.
If by chance yours has a SET button then it's a later radio. '85 to '89 is radio OFF, press SET then SEEK/SCAN for HOURS/MINUTES

I'm sure this is covered in your Owner's Manual. I think this is the way it's done:
1. Ignition ON, stereo OFF.
2. Press SET. SET should appear at top right corner of display.
3. Press SCAN to set hours.
4. Press SEEK to set min.
5. Press SET.

Obviously there are several ways to set the time and day for the Delco units. From my 84 users manual you pull the SCAN button and gently hold until the hour is set and by pulling the SEEK button until the minute appears. The time of day can be recalled with the ignition off, by depressing the on-off volume control. The ETR AM-FM is similar
