C4 1995 AC vent control not working

So in transition from upper vent air to floor air its stuck on floor vent and will not exit the top vents. The AC is working yet can not manipulate air.

In about 99% of the cases like this, the vacuum check valve or related vacuum lines are bad. Look for it under the passenger side fuel rail cover (white and black plastic thingy):

Does the indicator light for the button pressed on the climate control light up when you press it? If not, then it is likely that the control panel button contacts need to be cleaned. If there was a problem with the vacuum check valve, then air would be coming out both the top (defogger) and floor vents.
