1994 ECM trouble

1994 ECM trouble
Have 1994 LT 1, have had ECM rebuilt twice by Cardone, they gave back after they couldn't flash it. Sent out to another rebuilder who said parts unavailable. Please help! Bought car in July and haven't been able to drive it. Where can I get an ECM that works.
