Default Coolant Question

I pulled the plenum on my 91 and removed a little over a quart of coolant to perform the service.
My question is, when I pour back the coolant into the surge tank, do I fully fill it until I fully cover the Vent Tube with coolant? Or fill just below?Any other advice to look for to fill please let me know.[/I]

Fill it and burp it for a few times with the heat cycle.

Just to clarify. I fill over the vent tube. But not sure what the heat cycle is to burp it a few times. Run the car hot and turn off and on the inside heater a few times? Thanks as I am a bit of a novice.
