I am working on a 94. Not my car. No fuel to fuel rail. I have power to the fuel pump. But no continuity from the black wire on the female plug at the tank to ground. Since this is not my car I dont have the FSM. Any suggestions?

It certainly hints you've a failure internal to the tank sender to the pump. Has someone recently done a pump and maybe created the issue? Maybe - requires a 'look see' - dependent much on what you find there are potential different repair procedures.
RACETRONIX has a few options - in this link look at the C44 package. There's certainly other options but it looks like maybe RACETRONIX has changed the offerings.
The black wire from the fuel pump shows continuity. Its the black wire coming to the rear of the car shows no continuity. The car recently had a new wiring harness installed at the chevy dealer. It ran after the new harness was installed.
