I also live in CA....Southern CA...Huntington Beach...
They made me go to a smog (state) station twice...in other words every year....my numbers where on the low side..in other words...GREAT....But they still did this to me...Why????who knows....they don't even know...who does all this stuff????????
If your vette has a certain milelage and year....you can get away with putting on high flow cats....
Just document everything...this should cover you.....
