I was driving home and my car turned off on me. Battery is fine but when I looked under th hood and the plug for the MAF sensor was burnt. Does that mean I fried both the wiring harness and the ECU? Engine is a 350 GM goodwrench engine with and L98 intake...
I forgot to explain that I am no longer getting a CEL at all... When I try to pull the OBD1 codes by jumping the pins and turning the key to the start position no CEL light comes on nor the fan...
Since your TPI is from an "unknown" donor maybe diagnostics are going to be difficult for starters. There's very likely information on the MAF that could help ID the year TPI used on your engine. That would maybe help determining which diagnostics scheme to use.
Look for an 8 digit GM# on the MAF. If you're familiar at all with the donor mention that. If you've ID'd the relays previously maybe post the information on the relays also and that might help the ID of the TPI donor.
Blown fuse or fusible link would be "first thoughts" for the NO CEL - how the TPI was done on your car needs to be determined. If it was done by a "specialty harness" most of those were done based on the 1227165 ECM - if you know where the ECM is and you can retrieve the label information from the ECM and maybe the PROM it might be able to help you better.
Assuming that the TPI was installed using most of the original wiring. Check your fuses for maybe ECM but not knowing how it was done CHECK ALL FUSES! Even the original H - engine would have used an ECM and had a ECM fuse.
Is it possible that because I burned my MAF sensor plug it caused a short in that wiring to the ECU? Can I "patch" that wiring or do I need a new harness assuming all the fuses are working...
What exactly will cause the ECM to get no power? Or what would cause the wiring harness from getting no power? Assuming the fuses are good can the connection to the ECM get fried when the MAF sensor wire burned?

The ECM gets its power through a fusible link near the positive battery terminal. There is a connector there that can be used to reset the ECM. Look for a short red wire on the positive battery terminal that goes under the brake booster:
There is a splice (round black cylinder) for the fusible link to the regular wire that goes to the ECM. It's in the lower left part of the picture. The fusible link is the red wire that goes across the bottom of the picture.

Reason: Added more explanatory text.
I actually traced some wires behind my ignition switch and found a wire that had a fuse and the fuse was blown. Replaced it and the car fired right up. I think when the MAF sensor plugged burned it burnt the fuse out...
