INNOVA OBD-1 Code scanner

I don't see a display on it and I was wondering how it works.

You plug it into your ALDL port and the reader makes your codes flash on your DIC.

It is the fancy version of the paper clip jumper.

If you're looking for a great way to read the codes, I use the Actron CP9690 Autoscanner. Nice screen, clear and concise. Can even use it to get real time stats.
