Snap/Pop in steering wheel

Over the past few months, it has came back and gotten progressively worse and now is worse than ever. I only have put on 10k miles since it was fixed. It is definitely originates in the upper the column around the ignition switch area I think. Maybe its the tilted mechanism or the upper bearing again but I really don't know. I suppose I could bring it back to Chevy since I think its still covered but would like to avoid the dealer at all cost.
I pulled the steering wheel last night trying to find the source. There are a few things between the wheel and upper column bearing. First I thought it was the plastic ring that has something to do with the airbag system just behind the wheel. It rattles around a little, but I don't think that was it.
I could not remove the mechanical ignition interlock ring as it is held in place with a small retaining ring with no ears to grab. I tried various pointed objects, but nothing would work. How do you get this off?
I put it back together and torqued the steering wheel retaining nut down pretty tight and it seems better. Not sure yet.
Has anyone fixed this themselves? If so, what's the secret.
