Mine was behaving pretty much the same way. Once I got it apart here is what I found

The piece at the bottom of the pic is what the turn signal roller rides on. Once it came of the lever swaps around. You reuse the stalk.

Your actually changing the wiper switch. The turn signal is actuated by the side of the wiper switch assy.

You'll also need the tools necessary to dissemble the steering column.

There's good news and bad news on the part.
it is still available through GM 90-93 use the same part (94-95 has been discontinued)

The bad news is it's a $200+ part from a dealer.
The GM part number is 26015119. Ac Delco should be D6395C.
searching those there are a few sources around $150. Amazon, Rock auto, Ebay and Summit Racing come up as sources.

You'll need a steering wheel puller, a lock plate compressor and a long torx tip to take it apart. Some you can borrow from a parts stores loan a-tool program. It's not a hard job just tedious. every time you remove a part take a picture.

Consider updating your user profile with a location. There may be a member nearby that could help.
