Default opti question using meter.

Hello,
92 lt1. No spark, no fuel. Using meter today have 10 volts at icm pins a and d. Have 5 volts high and low resolution voltage at opti test connector. Do not have 1 to 4 volts at icm pin b while cranking. Which way is the communication ? Is the opti sending a signal to the ecm, and I would have voltage, or other way around ? I have a bouncing tachometer and looks like steady oil pressure rising on gauge to make oil sending switch. Have code C 12. No other codes . I can't tell if it's and opti, ecm, or other ? Need some help.

The opti sensor sends a signal to the ECM, which then uses that signal for the tach, fuel, and ignition. Here is a good writeup on testing for opti, ICM, and coil failures: http://easyautodiagnostics.com/gm/4....test-the-icm-1.
