Not too much to go on here.......
Given the title statement without any more info, I would first rule out any electrical surge from the alternator which could brighten the panel then dim when the power returns to normal.
If the bright/dim condition is aggravared by bumps or jarring, look for a ground fault in the cluster housing. The 90-93 and susceptible to this.
Next, list the conditions under which the problem occurs.

You might have a bad photo sensor. It automatically dims the dash at night. Check out this site for additional help http://www.batee.com/corvette/dcrg/repair.htm
