I cant say what year you have but if you have no fan and changed the resistor, you may have a failed blower fan. If the resistor fails it usually defaults to high.
That is assuming it was working and now it isn't.

Gotta know what year!! Automatic a/c, or manual? If it's an early C4, I'm going to guess it's a bad relay. Probably located below your a/c - heater fan motor, but we need to know the year!!

I just had this same problem on my 85. I replaced the blower motor resistor and the problem remained. I then replaced the blower motor relay and the problem was fixed. All fan speed positions work correctly now..
