Ive checked the fuse, swapped relays, and cleaned the contacts under the horn buttons. Used a test light and cant get power to the horns.
I recently had someone else work on the car for the first time, and they were under the dash(Booster)
Is there any connection coming out of the column that could have been disconnected?
My next step is to pull the airbag, I want to be sure I havent missed anything first.
Ideas?
do you have a FSM? looking at the horn schematic, there are two fuses that provide power to the relay. LCD fuse (5A) in the main fuse block, and the theft fuse (15A) in the auxiliary fuse block. you only indicated you checked ONE fuse - check voltage at pins 1 and 5 of the relay. i'm assuming connector, C204 comes out of the column - the steering wheel horn button basically completes the ground circuit and activates the horn relay. the horn circuit is fairly simple - power, a relay, the horn switch, and horns. have you if someone was under your dash recently, and the horns quit working, I would zero in on ground circuit wiring for the horn switch (not sure I understand "dash(booster) - ??? virtual troubleshooting, even a simple circuit can be difficult - if you do not have a FSM, get one. good luck --

You don't mention attempting to power the horns directly to confirm they're actually functional. Have you? I believe that's the 1st check. It wouldn't be unusual for the horns to be NG(no good).
When was the last time you knew the horns to be functional?
The horn is grounded through a brush on the directional switch through the cancelling cam and a wire from the horn switches that you mention cleaning. It wouldn't be uncommon for the wire ferrule in the cancelling cam to fail or the tower on the cancelling cam to fail.
What did you check with the test light?
If after the brake booster replacement you have functional directional/flasher operation it's doubtful it's an under-dash issue your mechanic created.
The C204 Joe mentioned is the directional connector on the side of the column.
I'd suggest you actually look a little harder for the FSM - you should have 2 books - you could actually need both. You need book 2 for the electrical and book 1 could be helpful if you need to do cancelling cam, switch wire to cam etc.
