A friend of mine has a '95, and behind the seats from floor, then up and over to the other seat, and back down to the floor is a thick bar. Knowing nothing about this year of car, I have to ask if this is a roll bar or what? It severely limits movement of the seat, the seat back specifically, and so the seating is quite uncomfortable. Can this bar be removed or is it welded in? Is this standard equipment for these C4s? Thanks. Far as I know this has base engine etc.
Sounds like its a "Harness Bar". They are used for mounting the shoulder straps from a 5-point harness belt system, typically found in autocross or track cars.
Are there any bolts that can be seen? If so, you should be able to simply unbolt it and remove it from the car. Depending on the construction of the bar, it may be just bolted to the floor.
It may that the best way get to the bar is to remove the seats.

There is no visible bar like you describe as standard equipment in any C4.
