Hey guys, I just bought a 96 LT4, (first one) I bought it on Ebay. lights go on but dont flip.Did the volt ohm meter, (no power to motors) ran hot wire, They flip. Whats the next check. Please help!!! New at this

Can you hear the motors running?
Yes - the gears maybe stripped. Inspect drive gears.
No - check that there is power to the motors. Pull the connectors and measure voltage with a volt meter or test light.

I assume you've checked fuses. There's a headlight control module mounted inside the front left fender. Sound like yours may have failed.
