I'd read and go to a few shows first before jumping. It also depends what is most important to you. Speed, handling, styling, braking, interior, etc. I developed a list of everything I want to do. Repairs have dictated the order somewhat but I'm well underway. In the mean time, some good and cheap mods are k&n air filter, replacement fog light bulbs for higher watt, R&D camber-brace for better front end stiffness without ride quality suffering, and good tires if you need them. Welcome and nice ride. The Z07 option is the performance handling option.
Some common upgrades include torque converter, rear gears, exhaust, tires, Grand sport rims, long tube headers, 1.6 Roller rockers, sterio, lowering, 160 degree thermostat, ed wright chip. Things that don't work include throttle body stuff(until you build up the motor), new cats(until you build up motor and do the rest from the headers back), most everything you find in most corvette catelogs telling you that you'll get 10 hp for this or that. To get real power you need a top end with ported heads and hot cam or complete long block stroker job. Hope this gives you some ideas.

cheap? well just look through a Mid America or Eckler's catalogue, then find the cheap parts, then ask around on here about them :)
Ive got a THrottle Body Switch, $60-80ish? it gives you more go when you stomp the gas to the floor...
DEFINATELY get a K&N air filter... my gas milage went UP and i did notice a small gain in power...
do something with your exhaust... in a state where they dont check emissions? gut your cats ;) you get more flow and a cooler sound IMO...
im not sure if you can cut the air cleaner lid on a 95, but I did it on my 89... instant ram-air for free... well not quite the same effect, but you get ALOT more air in there...
get a new computer chip... Superchips makes some of the best im told... you can get hypertech chips, which i have one, but i hear everyone saying the superchips chips are better...
160*F Thermostat.... a whole $2ish bucks there... lowers your temps ALOT, keeps the engine cooler...
i cant remember all the little things ive done that were free or cheap..
oh ... cut out the screens in your MAF too ;) thats free... just becareful of the sensor inside it ...
