Do you have the FSM for your car? I'd think the wiper fuse is powered from the RUN circuit of the Ignition switch. Have you done repairs recently to anything electrical at all. A new problem or something that's been hanging around for a while?

I believe I recall your cooling fan relay connector conversation.
You mention 'ignition switch' so I'd start there.
These are what I believe to be correct connectors for the ignition switch. Cavity A in C2 (blue connector) should be 'brown' and the wiper fuse feed. In the FSM distribution is Y-103 in wiring.
Is your FSM paper or a .pdf?
Ironically in the '85 FSM I have it seems the C2 connector is incorrectly ID'd as C1 in the connector face images. The other ignition switch connector isn't even in the connector face section(it ain't in mine). Maybe someone with an '85 might like to confirm.
Thank you WVZR-1. I finally got to work on my 'Vette yesterday. The blue plug you referred to had slipped almost completely out of its socket. It was a bear to get to but I got it back in finally. It's all good now.
