My power windows quit working (both sides), I looked at the fuse panel and there is a "relay" instead of a fuse? Do these reset themselves? Can you buy new?

I'm presuming this is a question about your '84. It's always a good idea to tell us what you're working on, so we don't have to research your previous questions. This info should also be in your personal profile.
There are no relays in the power window circuit. If both windows failed at the same time, it's likely to be a circuit breaker failure, or a bad ground. The circuit breaker can be pulled from the fuse panel and tested just like a fuse (with an ohm meter/DVM). The ground connection is on the RH door hinge pillar, behind the "bread box".
