cam timing
it is my understanding that you can advance the cam to achieve a higher torque and horsepower curve, and the opposite with retarding it. is this correct and to what extremes can it be taken to?

Yes, most cams can be installed advanced or retarded within a few degrees for those effects. Custom cams can have the advance ground into them.
