Default Fuel Pressure loss

So I'm having an issue with power loss. When you rev it out the power drops off. Earlier I had my foot on the floor and it wouldn't pass 3k. Having seen this before I went for a fuel issue. Well at idle its at 40psi, revving without load up to 48psi. start driving and light loads its fine, when you lay into it the pressure falls off and in a hurry. I have been driving the car for about 3 weeks, put about 200 mines on it now and this is the first it has come up. Before I started driving it the tank, pump, strainer filter and injectors where replaced. the FPR was pulled from a running car I wasn't driving any more. From my experience a lack of flow causes this issue but I am unsure how to determine if it is the pump, filter or maybe the old lines without just throwing parts at it. Any help is appreciated.

Well I found the issue. The tank I bought and installed new has developed rust in the bottom of it. Not a massive amount but enough to choke off the filter and sock. Any suggestions of how to deal with in tank rust?
