Generally, do inspections and diagnostics first and determine what the actual problem is, then proceed. I would not replace the fuel pump or fuel filter unless you have reason to believe they are the problem. Look at the simple and easy stuff first.

Definately do some testing before you start throwing parts at it. That can get expensive. The filter is a good maintenance item to do every year or so as it is super cheap and takes 20min. I would run a pressure test first and then start looking at injectors, regulators, etc.

Check the vacuum hose to the fuel pressure regulator for wet fuel. This will cause fuel to drip into the plenum and cause a fuel smell. Also check your oil dipstick for fuel smell because the system is still pressurized when you cut it off and the fuel drains into the plenum and then down into the engine with a bad fpr.
