Headlight problem

I have a 1992 C4 corvette and my headlight wont go down the motor for headlight are brand new lights come on and go off but they just wont retract what do I do

Try using punctuation. It makes reading easier.

What do you mean by "won't go down"? Do you mean it won't go down but will go up if you turn the **** by the motor? Do you mean the motor does not turn and you can't hear any sound? Can you turn the **** and bring it up and down manually?
