This code is set if the actuator is moving too slow or not receiving the the feedback signal.
Remove the actuator and turn the ignition to "ON". Does the gear turn?? If it doesn't, it's probably bad.
Try to turn the shaft at the top of the shock. It should turn easily. If it doesn't, the shock is probably bad. Bilstien can rebuild shocks for a very decent price.
There are some electrical checks that can be made at the wiring connector, but the most common problems are a bad actuator or the shock.
If you run out of trouble shooting ideas, (I finally did, after following the manual too), just move the left actuator over to the right side. And the right side over to the left. Just make damn sure the shock valve is not stuck.
I finally had to do this for my 90's front actuator, everything checked out except it didn't work. Finally swapped actuators, problem moved from RF shock to LF shock and new actuator fixed it.
Would recommend following the trouble shooting procedure listed in the manual.
