1996 Fuel Pump Relay Problem

1996 Fuel Pump Relay Problem
Hello!
My fuel pump is not priming when I go to start the car. It is only running off of the oil pressure switch.
At the fuel pump relay I have four wires. A ground (black), a signal wire from the PCM (dark green white), a red (constant power?) and a yellow which connects to the fuel pump. The red wire has no power going to it. When I jump 12 volts to the red wire everything works as it should. Where does this red wire lead? Fuse 2 does not make sense as fuse 2 is blank on my fuse box. I have checked every fuse on the car.
An important thing to note is that this problem manifested itself after I had swapped a different LT4 into the car with a tuned 1995 PCM.

Looking at that^....it looks like you need to have a fuse in position #2 in the under-hood fuse box. It looks to me like that is where your red wire goes to.

I have 12 volts on both ends of the fuse. Circuit is open somewhere in between the fuse and relay. I want to trace the wire, not sure if it goes through the firewall on the passenger side or if it goes to the bulkhead connector on the drivers side.
Update... it's not in the bunch that goes in on the passenger side. I did find the relay signal wire there though. I will inspect the bulkhead connector now.
Update 2... There was damaged pin on the bulkhead connector. It's all back together and works!
