Battery is fully charged even tried jumping it. Put new starter in and all I get is a clicking sound behind cluster. I don't think it's vats because security goes off when I put key in. Howeve,
security does blink when I turn key fully to start. Click sound coming from blue box on far right side.
FSM or component locator? The starter enable relay I believe is beside blue box.
The VATS module reads key and turns on starter enable relay which sends 12v to starter solenoid.
I would check to see if relay is working.
Is relay getting turned on? Relays typically have two 12v feeds, a trigger (VATS), and load (starter) circuit. So are there 12v feeds relay? If you ground trigger circuit will starter engage? If not, is starter solenoid wire 12v. If not , Check clutch or neutral safety switch.
Tool wise : DVOM, jumper wire(s), & a test light for testing.
Jumperd neutral switch yel/grnwht still nothing. Took ign wire off S term from starter not getting 12 v signal when key turned to start, thinking ignition tumbler
VATS connector uses 2 small white wires at base of column. You could ohm key pellet then connect ohmmeter to connector (don't damage terminals) see if reading are the same and don't flicker as key is cycled off to crank. If it does cylinder would be suspect. You could try to install resistor equal pellet value see it will crank.
My key ohms out at 4.6, I soldered 3, 1.5, 1/4 watt resistors in series should have given me 4.5. Still no good. Does the watts have anything to do with it? When I put meter to resistor pack I made it only gives me 0.01.
If the starter enable relay is clicking then it's not VATS or the ignition switch. I'd unplug the enable relay and jumper the two heavy wires together as a test. The one in my '87 is permanently jumpered.

SHE LIVES!!!! TURNED OUT I had the Wrong resistors, only needed 1, 4.7k, not the 3, 1.5 I had strung together. I stress the K was the whole problem.
