I've been trying to sort out some idle quality / Code 33 issues ever since I put the 383 in my '86. There are a lot of potential sources for vacuum leaks and I'm still trying to check all of them. I'm also finally putting some miles on the car driving it around town for the first time.
What I've noticed is that when I come to a stoplight after cruising at 45 mph for a minute or two the idle speed is 1200-1300 rpm for about 30 seconds and then it settles down to it's normal choppy/surging idle at 900 rpm.
Darn right it is. Can't say that's your problem, though. You'll have to investigate.
Take a can of starter fluid, and spray it at the suspect areas of your engine. If you have a vacuum leak, the engine's idle should raise a little bit. Hope this helps.
I have the exact same problem after a complete re-build. Taking it back in next week for this problem. Mine also increases to 1500 when I first put it into nutral then idles down to normal. While in drive with my foot off the pedal it keeps running at 1500 and chugs a little before idling down. It continues to chug while my foot is off the gas? Is this vacuum?
