Just to bring this back from the dead... because I hate leaving threads un-answered.

Finally after almost a year took the car to a shop that knows their way around C4's...

They have had the car since Monday. Called today saying "cooling fans work normally and the car wont over heat". They tested it multiple times with full cool downs in between. The only guess/theory as to why it overheated and had no cooling fans last June when I had the inspection done was the state OBD computer some how did something wonky with the ECU while they were testing it and caused the fans to not come on. I was able to get it to go above the fan on temps though the day after and 2 weeks after with no fans either though... However I was able to command fans with Tech1 multiple different times. At some point I ran the battery down(left the ignition or accessory on when trouble shooting) so the ECU probably got reset which cleared whatever... I dont remember trying to get it to temp after that occured. So still a mystery to me and the tech working on the car(he REALLY knows C4 electrical systems so he is stumped too).

As far as the A/C, they say they suspect it has a leak so they are charging it with dye and will check that out and get back to me tomorrow or Friday.
