I just bought a 1993 Corvette Convertible with 16,100 miles on it. It has the original tires and brake pads. The tires are cracked everywhere and I am going to replace them. My question is, should I replace the brake pads? Can they deteriorate with time?
Yes Moisture will get between the pad and the metal it is bonded to causing the pad to separate, I had this happen to mine when I first got it, the pads looked fine mounted in the calibers but when I removed them the pads fell right off the metal they were bonded to. My 90 C4 did have a lot of miles on it and was not well maintained though. still even though your C4 has low miles on it the pads are still getting pretty old so I would at least have the pads removed and inspected.

Another vote for Hawk HPS pads and slotted rotors. Have them on my 94 Vette and 2002 Camaro SS.
FWIW I was using HP+ pads, which had great stopping power. At the time my 94 was a daily, or almost daily driver. The creaks and groans of the HP+ pads got to be annoying in the predictable continuous stop and go traffic in Silicon Valley.
However I did keep the HP+s and now contemplating putting them back on sinceI live out in the sticks and my Vette is used infrequently for pleasure driving.
