Default Lowering Rearend, question

I have the NYU spring in the rear, and longer bolts. I decided to lower it more today to get the car a little more level instead of the rake. Just asthetics.
But, it wont lower anymore, and I have about an 1 1/2 left on the threads. The bolt can be completely loose and the car wont lower, even after driving around the block, up and over speed bumps etc.
Is the NYU arch causing this? Or the little plates in the center where the spring is attached too.
Thoughts

The car sits on the bolts which attaches to the spring. Loosening the nuts has to lower the car.

I know. But, when I loosen the nuts to where they are no longer tight on the bolt amd the spring has no tension on the bolt, the car doesnt go down any further. I have had these on since the 90s and never changed the heigjt in the rear. But, the front was changed amd I wanted to level out, front to rear.
Well rear wont come down any further.

Is the car on the ground or on jackstands? You are saying you can drive the car around the block, crawl underneath the there is play between the spring pad and the nut?

Its on the ground. I can loosen the nut to the point where there is a gap and the spring nut is not touching the spring washer/urethane bushing

And after you drive around, there is still a gap?

Yep. Thats why I am wondering if the arch or the pads you put in the middle of the spring have something to do with it.

Got it. I decided to go over speeed bumps with a little more effort. Brought it down. I only did 24 quarter turns, and it brougjt it little more than 1/4 inch down. Good enough for now as I am at 26 rear 25 1/4 front

Wow! You must have some bound-up bushings! It sounds like you could have removed the rear spring bolts, and the car would maintain the same ride height? It's hard to believe the car would maintain its previous ride height without any spring at all!
