It wont hurt anything and actually helps. The tension on the gears is what moves the motor (inside the housing) ever so slightly to tell it when to stop.
If you absolutely want to slow them down you could put a resistor on the power feed lines but I would strongly suggest, not messing with any of that.
Because the globe blows when hot, the headlights slam closed so hard.
I now have the " knack" to turn the headlights off but not close them until the globe cools.
Takes a bit of practice to know how far to push the **** in, but is now second nature.
I rarely have to replace the headlight globes now.

More to the story because headlights do blow from closing hot. Drove my vette 8 months a year for 27 years one way to work in the dark. No blown bulbs!
