Default ECM voltages

Hello everyone,

As you know my 1985 4 plus 3 is not starting. It has spark and fuel pressure. So much fuel it is flooding the plugs. So I got a volt meter and decided to check the ECM connector voltages against the FSM voltages. The voltages are with the key on car not running.
B10 park neutral SW signal has no wire. Is that because the car is a 4 plus 3 and not automatic?
I did this test by plugging the connector into the ECM and probing the back of the pins.
The EGR is disconnected and the air pump is not on the car. So I figure that these make sense.
measured FSM
A2 Air switch zero volts 12
A3 Canister purge control zero volts 12
A4 EGR contro zero volts 12

C2 Air control Zero volts 12
C6 IAC A lo 12 volts 0 I disconnected the IAC and checked each of the prongs. One of them has 12 volts.
C10 Coolant temperature signal 5.0 1.5

All the others are in spec. So I am loooking at C6 and thinking. What should I do. I am thinking I have to take the harness apart and find out where the voltage is coming from. More importantly. Could this be the reason why the car does not start.

Thank you all

If you have spark and fuel it can only leave ignition timing.....
Check the rotor points between 1 and 8, pretty much pass side to straight ahead when no.1 cyl is at tdc.
It should fire or pop if in the ball park.

If you think it is flooded with fuel, hold the pedal to the floor while cranking.
The ecm will shutoff the injectors to clear a flooded engine and allow it to start.

So the distributor cap and rotor where no good. I replaced them. Hit the key and it ran for 3 or 4 seconds. Has not restarted since then. The idea about WOT is great information. I will use it next time I work on the car.
Should I do anything with respect to the voltage at C6.
I bought this car not running. I did a timing chain and heads.
Thank you for the help

I once had an ECM failure that resulted in the injectors being 'ON' continuously. Massively flooded the engine, to the point where I had to change the oil.

Where does the cranks but won't start chart take you? Did engine run correctly after timing chain replacement? Fuel quality ie water in fuel ?

Navair, I have two ECM. Same PROM. Both ECM give me the same response. But, the thing about the oil is a good tip. I will have to look for that. Thank you

K, I have not done that. My CEL does not work. And the chart I think says read the codes. I will check. Thank you
