Yes, they can.. I have used both.. The EagLite bulbs did burn out quite fast (didn't last more than a month). The Max bulbs are holding upp well.
A bit "whiter" light than normal clear bulbs ..
I did a better upgrade than all that crap. i have an 89 coupe. What i did was:
Re-ground the fog ligts to the chasis. Green wire i think. then use just standard lights, but 50W instead of the 27 or w/e factory W is. You don't want to use that "white" or "blue" bulbs b/c what you do is filter the light, and if anyone has taken college or engineering physics, you know that light in the blue spectrum is narrow and crappy for visibility. All the companies do is coat the bulb glass in crapy blue filtering stuff, which hinders yoru bulb performance say in FOG, or RAIN. or smoke.
Just upgrade the facotry bulbs to 50W GE or Sylvania's and ground them to the chasis, that way you can have your fog lights on with your High beams, and you can actually run all 100W of fog lamps. :) best mod i've done for lighting. you can also get APC 5064 lamp replacements from Discount Auto and use 9003 Sylvania Xtravisions. NICE UPGRADE. dont use blue or white lights unless its actually HID systems. (which run $1G) THE BEST LIGHTING IS STANDARD COLOR WITH MORE POWER. that blue/white tinting is for the Honda boys who dont know anything about cars or physics.

I agree, any kind of tinting of a bulb will reduce light output. I was just refering to the color of the light. I have always been running 885 bulbs (50W) and my fog lights are grounded to the chassis and the light is better with normal clear bulbs, BUT the light from the fog lights are pretty useless for driving anyway. At least when using high beams. All you do is produce a lot of light near the car that will reduce night-vision and you will actually reduce the distance that you will see in front of the car.
