C4 "Spider Webbing" on front bumper

C4 "Spider Webbing" on front bumper
I have a 1994 C4, Red. It has "spider webbing" on the front bumper paint. I noticed this on other C4's as well. Is this a factory paint defect, and what's the best way to paint this?

Usually it means someone flexed the front bumper. Like they hit a trash can, parking curb, etc. The plastic flexes better than the paint, resulting in what you see.

The flexpaint eventually does that on most older corvettes in front and rear, you'll see it on C3/Sharks all the time. It must be repainted to fix.
