Seatbelts dont lock....

Seatbelts dont lock....
Driving last night and had to make a quick stop. To my amazement neither of the 2 seatbelts locked to hold us in place. Later we tested them again in the parking lot by quick pulls to get the same affect. They just pull losely. How can I fix this ?

How do I check the pendulum in the seatbelt mechanism to make sure its workin. Neither belt will lock with quick tug.
