I'm aware one of the items that can diagnose a cat is its temperature at the inlet versus the outlet. The outlet should be hotter due to the chemical reaction. If the outlet is cooler, this indicates no reaction and the cat is bad.
Or is it? What else might cause a cat to go cold, from the engine? Too lean? Coolant leak?
Not sure about cat temp vs condition.
Good test is remove O2 sensor ahead of cat and check for excessive pressure. If no excessive pressure then cat is "fine", IMO.
note that in the article it says newer vehicles with a good tune can experience only a 20 deg difference and that there are other variables that can affect temp differences
