Does the power to the seats run thru that Maxi fuse?

It does, in fact! The 60A Power Accessory fuse is connected to the following fuses in the Instrument Panel fuse block:

Power Seat
Sport Seat (if present)
Power Lock
A/C Programmer
Cigar
Rear Hatch
