welcome to the forum.....lot's of good help here.......to your issue.....1st, pics are necessary.......2,nd, you already have it right.....as in politics, money is power.....if you want real power, it takes real money....let your wallet be the limit.....cams, new valves, mini ram.....you'll be a screamer......and broke.....do some searches, there are lots of rebuilds with costs on this site......my advice, keep it stock.....if not in CA, put some headers with an X pipe.....then be happy.......

"Cheap" power for something like drag racing? Nitrous oxide may get you there. (Although, I've heard the cheap part goes away quickly if you're constantly using it.)
Other (good) options are better heads, camshaft, headers, exhaust, maybe a TPIS Miniram. You could also build a 383.
Forced induction will get you a large bump in power but it certainly isn't cheap if done correctly. (One could also argue that is isn't cheap if done wrong, as well.) There still are centrifugal supercharger kits offered for the C4. No options for true "bolt on" turbocharger kits though. You'd have to build it yourself as I did for my 85 last winter. (Not the simplest thing to do, but very rewarding.)
