It is difficult to see glitches in a tps sensor with a meter, the best way is to have it hooked to the ecu and see what it is seeing. By doing this it also eliminates any wiring issues.
As far as the iac goes.. again having it on a running engine and viewing its activity through a scanner that gives you a live data stream is best.

Thanks bill it is a bitch to remove with all those hoses glued at the factory. I guess the meter test is just a shot in the dark. Car loped while running no throttle response shut down completely . As i removed saw a jammed piece of rubber lodged in blade and just removed for i lost rubber some where in intake and had to remove.to clean intake.
