The FE1 base suspension base spring rates are 60 and 26 N/mm for the front and rear. The Z51 spring rates are 73.2 and 33 N/mm front & rear. These are for the 96 GS coupe. The spring rates are different for the convertible. I'm getting these rates from Hib Halverson's C4 suspension chart... http://vettenet.org/susp_chart.html
These numbers convert to:
343 Ft lbs/in & 148 Ft lbs/in (Base FE1)
418 Ft lbs/in & 188 Ft lbs/in (Z51GS)
Ft lbs/in = Foot lbs per inch
I would try to get them from Jeff Kopp (18carfan) first. If he can't get them, try Vette Brakes and Products but make sure you specify the springs rates you want. (DON'T let them talk you into their "standard" recommended set)
Call up a Vette recycler like Vette2Vette and purchase a set of 92-early95 FE1 springs (front and rear), the rear is slightly stiffer than the 96 Z51, the front is the same as the 96 Z51. Then call Jeff or Dal and order a set of 92-95 Z07 swaybars. For shocks you have a couple of options, some stiffer Bilsteins, rebuild the ones you have or go with some HALs. You'll be amazed at how much better the ride is with almost no increase in harshness.

Since you're adding improvements, I just assumed you were looking to make your Vette handle better too. Two options: purchase a new one for ~$360 discounted, over $500 list, or call a Vette recycler and purchase a used 92-early 95 front spring, it's the same as the 96 Z51. I saw a big stack of springs at Vette2Vette.
