On my 84, I understand that there is a pressure relief valve on the rack and was wondering where it is, and if it is worthwhile releasing that pressure? I have the cold start hard (being nice here) steering. I am going to replace the rack in a couple of weeks so maybe this is a moot question.

No pressure relief valve in rack..The condition you discribed was commonly referred to as "morning sickness". The spool valve seals are leaking internal to the rack when the rack is cold. There was a repair kit and recall back in the late 80's. You will likely need to replace or have yours rebuilt. There is a chance a rebuild in a bottle could work, it's worth a try 6 dollars verses hundreds.
