L98, 85,000 miles, runs great. After getting up to highway speed somewhere between 5-10 minutes later the dreaded SES light comes on. Confirmed EGR code 32.
intake manifold removed, egr passages cleaned, new EGR valve, egr solenoid checked good. 10 inches of vacuum to the EGR valve. Cruise control and environmental systems working normally, so I do not think there is a vacuum leak.
Both coolant sensors replaced, new 195 thermostat. What am I missing that could be causing this Code 32 issue?
I bought a new EGR valve for my '88 and it leaked. It would not hold a vacuum and operate the valve. I returned it and got a replacement. It was bad also. I returned it and got another valve, but it was the wrong valve in the right box.
I got my money back and ordered an AC Delco from Rock Auto. It held vacuum and once installed it worked correctly.
So even though you say it has a new valve, that doesn't mean it is a good one. At least that was my experience.
Be careful. Some EGR's require backpressure and vacuum to operate. That being the case, if you apply only vacuum on the bench, the diaphragm won't operate. If it's on the engine, and you apply vacuum with the engine idling, it should stall.

on your 90, the ECM commands the EGR operation, then looks at the O2 sensor going lean to detect that the EGR opened. If the valve checks out, try a new O2 sensor?
